Marine fishermen in Odisha coast have alleged that the racket in misappropriation of subsidy money for provision of boats, nets and boat engines was still continuing. There are fishermen in Ganjam, Puri and Khurda districts who have not received new boats, nets or engines. But loans with subsidy have been sanctioned in their name for it. The irony is that banks are deducting money from their savings accounts towards repayment of these loans. It is alleged that through loans provided on pen and paper, large amount of subsidy money has been misappropriated. In 2015, former manager of Gopalpur branch of UCO bank V. Kamma and Chintamani Behera, Additional District Fisheries Officer (ADFO) of Ganjam district in Odisha, had been arrested by the police on charges of misappropriation of subsidy money.
