The Malaysian Maritime Enforcement Agency (MMEA) believes local vessel operators are working with foreign fishermen to carry out illegal fishing activities in the Malaysian waters.
Kelantan MMEA director Maritime Captain Syed Nor Adli Syed Ab Rahman said the local operators were suspected of providing fake fishing licences to the foreign crew members.
