As part of the assessment of Government’s programs, the Budget Department of the Ministry of Finance stressed the Development Fund for Artisanal Fisheries (FFPA) as one of the five programs that reached a “good performance” according to the classification granted by the entity in its report “Assessments of Government’s Programs 2016”.
In the report, the DIPRES notes that the program addresses existing market failures in the artisanal fisheries sector, “after proving a great executive capacity for implementing and carrying out projects in the territory.”
In addition, the Budget Department also stressed the efficiency in administrative expenditure by the Promotion Fund.
“The program has an administrative expenditure level that at its highest level reached only a 6.89 per cent from the total expenditure on the program, which is below what is considered acceptable by CORFO for managing project funds estimated at 10 per cent.”
The entity responsible for the evaluation also assessed the capacity of the Development Fund for “collecting and managing extrabudgetary resources of Regional Governments and the SENCE” and thus, finance projects of greater local and regional impact.
Finally, among the recommendations made by DIPRES to improve the performance of the Development Fund, what is highlighted is the need for a better characterization of the beneficiary population in economic, social and commercial terms. “Artisanal fishing is a sector that includes many needs and gaps that would be important to identify”.
In the same vein, the DIPRES also recommends “to take care of those who are artisanal fishermen (registered in the RPA), but who do not form part of the Fund’s target population because they do not belong to an organization or because the organization is very weak and fails to submit projects that benefit them.”
SERNAPESCA national director and chairman of the Council of Development Fund for Artisanal Fisheries, Jose Miguel Burgos, welcomed the positive assessment granted by DIPRES, noting that this result “is so thanks to the efforts and commitment of officials of the Development Fund”.
