A proposed international agreement to ban fishing around the North Pole could be just the thing to warm Canadian-Russian relations, a top arctic and international law expert said this weekend.
It’s very helpful to have an area such as the Arctic that can be dealt with in an entirely positive way to create a little bit of momentum for the more difficult issues that we have to deal with elsewhere in the world, said Michael Byers, the Canada research chair in global politics and international law at the University of British Columbia.
