Over 100 village panchayats have submitted their objections and suggestions to the draft Coastal Zone Management Plan (CZMP) to the state government. In their respective communications to the Coastal Zone Management Authority (CZMA), local civic bodies have brought up points ranging from improper demarcation of high-tide line right up to language used on the draft plan and failure to take locals in confidence to usage of satellite imagery to draw up the base coastal splan. A common complaint across village panchayats was that during ground truthing, neither they nor local stakeholders, such as associations of tenants, fisherfolk and farmers, were consulted by the National Centre for Sustainable Coastal Management (NCSCM), the Chennai-based agency charged with drawing up the draft coastal plan. Further, the data collected should have been made available for public-access, panchayats said. They also alleged that the draft CZMP was prepared without the consent of the gaonkari or comunidade system. Among the other objections raised was the demarcation of the high-tide line. Panchayats said it was drawn with reference to khazan lands and mangroves, many of which have been formed due to breach of bunds. They demanded that the HTL be redrawn along river banks. The NCSCM failed to demarcate fishing villages and wards, as well as traditional fish breeding sites, another objection stated. The Chennai-based agency has used a map from 1971 as the base while preparing the CZMP and ignored satellite imagery and other additions made during the past 48 years. They have not even provided comparison with the earlier CZMP, the panchayats wrote to the coastal authority. The civic bodies expressed dissatisfaction over the technical nature of the plan saying it was very technical. This makes it very difficult for the common man to understand the plan, they said. The CZMP map and information has been provided only in English language and not in Konkani or Marathi, the panchayats have stated. They have also sought a copy of all the rules and procedures that are followed to conduct public hearings or consultations. Finally, they said that the draft coastal plan should have been well-structured enough to include requirements of management plan, like planning strategies for promoting sustainable development as well as prevention of disasters. The state government is currently preparing the CZMP based on the 2011 CRZ notification by the MoEFCC. It is yet to prepare the coastal plan based on the 2019 CRZ notification. The first CZMP in Goa was prepared in 1996.
