The landfall of Cyclone Fani on Puri coast has devastated the coastal fishing communities and has worst affected the fishing communities of Puri and Khurda district in its trail. Macabre dance of destruction by gusts of wind speeding more than 200 kms. per hour rendered fishing community villages at Pentakatha, Balikuda, Astarang, Chandrabhaga, Ramchandi, Harchandi, Satpara into heaps of ruins. Thousands of fishers have lost their boats, nets and homes. No house, no fishing, no food, no clothes, no school. Natures fury has turned the self-reliant small scale fishing communities into a community of destitute living on the relief provided by the government. Even after 15 days of the Fani disaster the cyclone affected people, including the worst affected fishing communities, are sleeping under open sky. The government dole of Rs.2,000/- and 20 kgs. of rice per family is grossly inadequate on the one hand and can be accessed by only 10% of the fishers who have ration cards. On 17th May 2019 fishing community leaders and activists from Andhra Pradesh together with fishing community leaders and activists from Odisha converged on the cyclone devastated fishing hamlets of Puri district of Odisha. The fishing communities from East Godavari and Vishakapatnam districts of Andhra Pradesh led by the Democratic Traditional Fishers and Workers Forum and Uppada Aminabad Kottapalli Mandal Developimg Committee collected rice, lentils, oil, salt and detergent worth more than Rs. 13 lacs. Since there is no electricity, they also arranged for 100 solar lamps. A truck loaded with the provisions was taken by them to the cyclone affected fishing cillages of Puri. The Democratic Traditional Fishers and Workers Forum (DTFWF) of Andhra Pradesh and Uppada Aminabad Kottapalli Mandal Developimg Committee were represented by D.Pal, V.Konda Babu, B.Vijay Kumar, U.John, D.Arjun, S.Raju, B.Nageswara Rao, K.Rambabu, Ch.David, Ch. Venkateswara Rao, Ch.Gopi, G.Bujji, D. Paterru, N.Thata Rao and Odisha Matshyajivi Forum (OMF) represented by Kiran Kumar Behera, Chittaranjan Barik, Narayan Chandra Behera and Pratap Chinara distributed food grains like rice, dal, cooking oil, salt, spices, detergent, coconut plant and solar lantern to 5000 affected people of Penthakatha and it’s adjacent villages. The fishing communities of cyclone affected areas of Puri and Khurda districts of Odisha are going to rise again from the ruins. They need to live with dignity. They need boats, nets and houses. They need ration and money to carry on their livelihood practices. They are getting organised to claim their rights and entitlements. The National Platform for Small Scale Fish Workers (I) calls upon the Government of India and the Government of Odisha to immediately provide the cyclone affected fishers with – – Shelter – Boats & Nets – Ration, and – Money Otherwise the shelterless, starving fishing communities will be compelled to come on the streets.
